What you're asking for isn't feasible. Having user\group access control requires users to be identified; in other words, users would have to sign in. Given the restrictions this solution is designed for, there would be no way to deliver this.
If there are certain products you don't want users to have access to, you can set those to denied and that will be reflected in the list of available entitlements.
