Only allowed approved purchasers to agree to usage that will cause an overage and assign that overage to a user.
But this is exactly what your customers are asking for!
The admin WANTS to be reviewing the requests, or at least be given the option to do so. There are many threads asking for this. Please listen to your customers!
We considered an approval process early on when developing the Alerting functionality, but we deemed it an infeasible workflow. For it to work, it would require an organization administrator to constantly be reviewing requests to exceed the threshold set so that users aren't blocked from doing the job they need to do. We think that's unlikely to occur.
The existing Threshold Alerting functionality should inform them if their usage would put them over the threshold and we leave it to organization administrators to let the users know what to do when they see that message.
