Making Term licenses not able to be activated without an Admin password

Currently I have set the License quota warning for our staff. When we reach our license quota it tells the staff very clearly if you continue our company will be charged $$$. My question is, why do the general staff have the power to activate term licenses in the first place? If instead they come to a brick wall, the message tells them to contact their inhouse Microstation Administrator. That person checks realtime usage, finds out who's job is the least important and that person gets an email to close the program.


A much better solution than essentially giving the staff free access to the company Credit card !
