Do not send QTL for false overages

There is a need for a threshold to not generate invoices for accidental or minimum overage. Users are receiving QTLs for accidental use of 1minute or 0:00 minute overage which is insane. Trying to collect each penny results in expenses and lost time for customers and Bentley to deal with false overages. At least such suspicious usages should be reviewed by human before reporting.
3 overages and in quarter and first 10 minutes unaccounted were a reasonable threshold. Reporting system is flawed and it creates a bad impression of Bentley quality standards.
